The firm guided PCS Primeco (a consortium of US West, Airtouch, Bell Atlantic and Nynex) in its bidding strategy for Personal Communications Spectrum (PCS) licenses.  This was the largest and most complex auction in history. 

We advised our client on how to respond to the FCC’s overall auction design, appeared before the FCC to successfully obtain a change in one of the proposed rules, and designed a series of simulations to help senior management of PCS Primeco better understand the dynamics, problems and decisions they would face during the actual auction. During the intensely competitive process Primeco successfully bid and acquired more than a billion dollars worth of licenses.
